Abu Dhabi Hazardous Materials Management Center and Rabdan Academy Sign Agreement to Build National Expertise in Hazmat Handling

The Abu Dhabi Hazardous Materials Management Center, the local authority responsible for regulating hazardous materials handling in the emirate, has signed a Memorandum of Understanding (MoU) with Rabdan Academy, a government institution that specialises in safety, security, defence, emergency preparedness, and crisis management training. The agreement aims to build a national framework for hazardous materials management and to develop skilled professionals in this field.

H.E. Khalfan Abdullah Al Mansoori, Acting Director General of the Center, and H.E. Salem Saeed Al Saeedi, Vice President of Rabdan Academy, signed the MoU at the Center’s headquarters, with officials from both organisations present.

The agreement comes as Abu Dhabi continues to grow as an economic and industrial centre, which increases the need for clear, well-enforced frameworks for handling hazardous materials across transportation, storage, use, and disposal. The MoU sets out a plan to develop joint training programmes and conduct applied research in line with international standards.

H.E. Khalfan Abdullah Al Mansoori stated: “Our partnership with Rabdan Academy represents a pivotal step toward achieving our vision of building a unified and resilient national system for hazardous materials management. Investing in human capital is the cornerstone of ensuring sustainable security and safety. Through this collaboration, we will leverage Rabdan Academy’s academic expertise and advanced training methodologies to develop specialized training programs and conduct joint research that enhances the efficiency of professionals in this vital sector.”

Under the MoU, both organisations will work together on technical knowledge exchange, professional training programmes, and joint research and development projects that address current and future challenges in hazardous materials management. They will also organise seminars, conferences, and workshops to share knowledge, build professional networks, and provide advisory and technical support to strengthen institutional capacity.

H.E. Salem Saeed Al Saeedi noted that hazardous materials management sits at the intersection of regulation, operations, and security, making it a core part of national preparedness. He described the partnership as a model for combining regulatory experience with academic knowledge, turning that knowledge into practical skills that protect lives, property, and business continuity.

He added that Rabdan Academy will use the MoU to develop specialised academic and professional programmes, supported by applied research, to prepare leaders and experts with a thorough understanding of the full hazardous materials lifecycle and the ability to make sound decisions in a range of conditions.

The partnership reflects both organisations’ commitment to Abu Dhabi’s broader goals in public safety and knowledge development. The collaboration is expected to produce practical initiatives that strengthen the emirate’s regulatory and operational approach to hazardous materials management and support a safe environment for future generations.
